When using calling cards, you are charged for a local call by your phone service provider every time you dial the phone card provider's access number. Providers have access numbers in capital cities. You pay for a local call every time you dial. If you are living out of the metropolitan area, you may have to pay for a long distance call. E.g. in NSW, if you are in Campbelltown and dial a Sydney number, you will be billed for a long distance call.
