If you are using phone cards, you are charged for a local call by your phone service provider every time you dial the phone card provider's access number. You pay for a local call every time you dial. Further, if you are living out of the metropolitan area, you may have to pay for a long distance call. E.g. in NSW, if you are in Penrith and dial a Sydney access number, you will be billed for a long distance call.
